Frank The Inspector was a building inspector who was in charge of keeping the building stable.

When he encounters Raquel Thomas, he instantly catches feelings for her. When Raq tells Frank that she will be creating a hole in the ground to build up for a project (her drug business), Frank is unhappy. So when Raq meets up with Frank in the apartment room, Frank tells Raq that he knows she she's a drug dealer, as he asked about. However, as soon as Frank finishes his sentence Raq throws some money on table and tells her it's a straight cash deal. After Raq throws the money on the table, Frank starts touching Raq by feeling her leg and telling her “you dressed well for me tonight” and Raq pushes his hand away from her thigh, causing Frank to snap by choking her and punching her in the stomach while attempting to rape her. As Frank was unbuckling his belt from his pants, Raq grabs a hammer and hits Frank upside the head, causing Frank to have a big gash on his forehead. Raq called her brother Marvin Thomas for help. When he walks in, he finds Frank's mouth and hands are sealed with duct tape from Raq. After he asks Raq, "are you okay?" then Raq tells him, "make sure he feel that shit on the way down" and she also tells Marvin to make a meal out of Frank. Marvin crafts a hole in the wall and places the protesting Frank in, the whole time complaining about his situation. After he came to a solution, he thanks Frank for listening, before killing Frank with a nail gun.
Some Frank starts to decompose in the wall and the smell leaks to all those visiting, resulting in the Thomas family having to spray air freshener to mask it.
After the smell gets too much to handle, Marvin digs his corpse out of the wall and places it in the trunk of a rental car for Raq to dispose of. On a camping trip with her son, Raquel shows Kanan the corpse and the they proceed to bury Frank up in a secluded spot in the woods.
